-OPEC (Organization of the Petroleum Exporting Countries) is an intergovernmental organization of 13 nations, founded in 1960 by the first five members,
and headquartered since 1965 in Vienna, Austria. The 13 countries account for 40 percent of global oil production and 73 percent of the world's "proven" oil reserves, making OPEC a major influence on global oil prices.

OPEC's stated mission is "to coordinate and unify the petroleum policies of its member countries and ensure the stabilization of oil markets, in order to secure an efficient, economic and regular supply of petroleum to consumers, a steady income to producers, and a fair return on capital for those investing in the petroleum industry." As of 2016, OPEC's members are Algeria, Angola, Ecuador, Indonesia, Iran, Iraq, Kuwait, Libya, Nigeria, Qatar, Saudi Arabia (the de facto leader), United Arab Emirates, and Venezuela.
Two-thirds of OPEC's oil production and reserves are in its six Middle Eastern countries that surround the oil-rich Persian Gulf.

The formation of OPEC marked a turning point toward national sovereignty over natural resources, and OPEC decisions have come to play a prominent role in the global oil market and international relations. The effect can be particularly strong when wars or civil disorders lead to extended interruptions in supply. In the 1970s, restrictions in oil production led to a dramatic rise in oil prices and OPEC revenue and wealth, with long-lasting and far-reaching consequences for the global economy. In the 1980s, OPEC started setting production targets for its member nations; and generally when the production targets are reduced, oil prices increase. In December 2014, "OPEC and the oil men" ranked as #3 on Lloyd's list of "the top 100 most influential people in the shipping industry" – although their influence on international trade is periodically challenged by the expansion of non-OPEC energy sources, and by the recurring temptation for individual OPEC members to exceed their production ceilings.

*Q.1.     What is the Finance Commission?*
Ans.     The Finance Commission is constituted by the President under article 280 of the Constitution, mainly to give its recommendations on distribution of tax revenues between the Union and the States and amongst the States themselves. Two distinctive features of the Commission’s work involve redressing the vertical imbalances between the taxation powers and expenditure responsibilities of the centre and the States respectively and equalization of all public services across the States.

*Q.2      What are the functions of the Finance Commission?*
Ans.     It is the duty of the Commission to make recommendations to the President as to— 

the distribution between the Union and the States of the net proceeds of taxes which are to be, or may be, divided between them and the allocation between the States of the respective shares of such proceeds;
the principles which should govern the grants-in-aid of the revenues of the States out of the Consolidated Fund of India;
the measures needed to augment the Consolidated Fund of a State to supplement the resources of the Panchayats in the State on the basis of the recommendations made by the Finance Commission of the State;
the measures needed to augment the Consolidated Fund of a State to supplement the resources of the Municipalities in the State on the basis of the recommendations made by the Finance Commission of the State;
any other matter referred to the Commission by the President in the interests of sound finance.
The Commission determines its procedure and have such powers in the performance of their functions as Parliament may by law confer on them.

*Q.3.     Who appoints the Finance Commission and what are the qualifications for Members?*

Ans.     The Finance Commission is appointed by the President under Article 280 of the Constitution.   As per the provisions contained in the Finance Commission [Miscellaneous Provisions] Act, 1951 and The Finance Commission (Salaries & Allowances) Rules, 1951, the Chairman of the Commission is selected from among persons who have had experience in public affairs, and the four other members are selected from among persons who--
(a) are, or have been, or are qualified to be appointed as Judges of a High Court; or
(b) have special knowledge of the finances and accounts of Government; or
(c) have had wide experience in financial matters and in administration; or
(d) have special knowledge of economics

*Q.4.     How are the recommendations of Finance Commission implemented?*

Ans.     The recommendations of the Finance Commission are implemented  as under:-

Those to be implemented by an order of the President:
The recommendations relating to distribution of Union Taxes and Duties and Grants-in-aid fall in this category.
Those to be implemented by executive orders: 
The recommendations in respect of sharing of Profit Petroleum, Debt Relief, Mode of Central Assistance, etc. are implemented by executive orders.

*Q.5.     When was the first Commission appointed and how many Commissions have been appointed so far?*

Ans.     The First Finance Commission was constituted vide Presidential Order dated 22.11.1951 under the chairmanship of Shri K.C. Neogy on 6th April, 1952.  Fourteen Finance Commissions have been appointed so far at intervals of every five years.

*Q.6.     Is the Finance Commission unique to India?*
Ans.     Most federal systems resolve the vertical and horizontal imbalances through mechanisms similar to the Finance Commission. For example Australia and Canada.

*Q.7.     What is the composition of the Fourteenth Finance Commission?*

Ans.     The Fourteenth Finance Commission has been set up under the Chairmanship of Dr. Y.V.Reddy [Former Governor Reserve Bank of India].  Other Members of the Commission are Ms. Sushma Nath [ Former Union Finance Secretary ], Dr. M.Govinda Rao [ Director, National Institute for Public Finance and Policy, New Delhi ), Dr. Sudipto Mundle, Former Acting Chairman, National Statistical Commission. Prof Abhijit Sen (Member, Planning Commission) is the part-time Member of the Fourteenth Finance Commission.  Shri Shri Ajay Narayan Jha is the Secretary, Fourteenth Finance Commission.

भारतीय वित्त आयोग 1951 को अस्तित्‍व में आया. इसका गठन राष्‍ट्रपति द्वारा भारतीय संविधान की धारा 280 के तहत किया गया है. इस आयोग को केंद्र और राज्‍य के बीच वित्तीय संबंधों को परिभाषित करने के लिए किया गया था:

-The Finance Commission came into existence in 1951.
It was established under Article 280 of the Indian Constitution by the President of India. It was formed to define the financial relations between the centre and the state. The Finance Commission Act of 1951 states the terms of qualification, appointment and disqualification, the term, eligibility and powers of the Finance Commission. As per the Constitution, the commission is appointed every five years and consists of a chairman and four other members. Since the institution of the first finance commission, stark changes have occurred in the Indian economy causing changes in the macroeconomic scenario. This has led to major changes in the Finance Commission's recommendations over the years. Till date, Fourteen Finance Commissions have submitted their reports.

*How does cloud seeding work?*

During droughts water is scarce but is it possible to make it rain to provide water.

Experiments in cloud seeding suggest that it may be possible to artificially create rainfall.

Rainfall occurs when supercooled droplets of water – those that are still liquid but are at a temperature below the usual freezing point of zero centigrade – form ice crystals. Now too heavy to remain suspend in the air, these then fall, often melting on their way down to form rain.

Even in dry areas the air usually contains some water. This can be made to come together and form ice crystals by seeding the atmosphere with chemicals such as silver iodide or dry ice.

They work to promote rainfall by inducing nucleation – what little water is in the air condenses around the newly introduced particles and crystallises to form ice.

The ‘seeds’ can be delivered by plane or simply by spraying from the ground.

But does it work?

It’s hard to tell for sure. As is often the case with weather and climate, it’s impossible to carry out a controlled experiment – so, in areas of increased precipitation, we can’t know whether it would still have rained even if the clouds hadn’t been seeded.

Success has been claimed for trials in Australia, France, Spain and the US. In the United Arab Emirates, the technique is credited with the creation of 52 storms in the Abu Dhabi desert, while China boasts of having used the technology in reverse to keep the Beijing Olympic Games of 2008 dry.

Recent research, however, suggests that it’s not as effective as was previously believed.

मानसून का गणित!

मानसून शब्द की उत्पत्ति अरब शब्द मौसिन से हुई है। जिसका अर्थ होता है मौसम। सलाना आगमन के कारण ही इस खास जलवायु का नाम मानसून पड़ा। आइए अब जानते हैं कैसे होता है मानसून का आगमन:-

पृथ्वी द्वारा सूर्य का चक्कर लगाने के क्रम में पृथ्वी का कुछ भाग कुछ समय के लिए सूर्य से दूर चला जाता है। जिसे सूर्य का उत्तरायन और दक्षिणायन होना कहा जाता है। पृथ्वी पर स्थित दो काल्पनिक रेखाएं कर्क और मकर रेखा है। सूर्य उत्तरायन के समय कर्क रेखा पर और दक्षिणायन के समय मकर रेखा पर होता है। पृथ्वी पर इसी परिवर्तन के कारण ग्रीष्मकाल तथा शीतकाल का आगमन होता है। यहां पर मुख्यरूप से तीन मौसम होते हैं-ग्रीष्मकाल, वर्षाकाल तथा शीतकाल। ग्रीष्मकाल की अवधि मार्च से जून तक, वर्षाकाल की अवधि जुलाई से अक्टूबर और शीत काल की अवधि नवम्बर से फरवरी होती है।

मौसम में इसी परिवर्तन के साथ हवा की दिशा भी बदलती है। जहां ज्यादा गर्मी होती है वहां से हवा गर्म होकर ऊपर उठने लगती है और पूरे क्षेत्र में निम्न वायुदाब का क्षेत्र बन जाता है। ऐसी स्थिति में हवा की रिक्तता को भरने के लिए ठंडे क्षेत्र से हवा गर्म प्रदेश की ओर बहने लगती है। शुष्क और वर्षा काल का बारी-बारी से आना मानसूनी जलवायु की मुख्य विशेषताएं हैं। ग्रीष्म काल में हवा समुद्र से स्थल की ओर चलती है जो कि वर्षा के अनुकूल होती है और शीत काल में हवा स्थल से समुद्र की ओर चलती है।

ग्रीष्म काल में 21 मार्च से सूर्य उत्तरायण होने लगता है तथा 21 जून को कर्क रेखा पर लंबवत चमकता है। इस कारण मध्य एशिया का भूभाग काफी गर्म हो जाता है। फलस्वरूप हवा गर्म होकर ऊपर उठ जाती है और निम्न दबाव का क्षेत्र बन जाता है। जबकि दक्षिणी गोलार्ध के महासागरीय भाग पर ठंड के कारण स्थित उच्च वायुदाब की ओर से हवा उत्तर में स्थित कम वायुदाब की ओर चलने लगती है।

इस क्रम में हवा विषवत रेखा को पार कर फेरेल के नियम के अनुसार अपने दाहिने ओर झुक जाती है। फेरेल के नियम के अनुसार पृथ्वी की गति के कारण हवा अपनी दाहिनी ओर झुक जाती है। यह हवा प्रायद्वीपीय भारत, बर्मा, तथा दक्षिण-पूर्वी एशिया के अन्य स्थलीय भागों पर दक्षिणी-पश्चिमी मानसूनी हवा के रूप में समुद्र से स्थल की ओर बहने लगती है। इसे दक्षिणी-पश्चिमी मानसून कहते हैं। ये हवा समुद्र से चलती है इसलिए इसमें जलवाष्प भरपूर होती हैं। इसी कारण एशिया महाद्वीप के इन क्षेत्रों में भारी वर्षा होती है। यह मानसूनी जलवायु भारत, दक्षिण-पूर्वी एशिया, उत्तरी आस्ट्रेलिया, पश्चिमी अफ्रीका के गिनी समुद्रतट तथा कोलंबिया के प्रशांत समुद्रतटीय क्षेत्र में पाई जाती है।

23 सितम्बर के बाद सूर्य की स्थिति दक्षिणायन होने लगती है, और वह 24 दिसम्बर को मकर रेखा पर लम्बवत चमकता है, जिस कारण उत्तरी गोलार्ध के मानसूनी प्रदेशों (मध्य एशिया) के अत्यधिक ठंडा हो जाने के कारण वहां उच्च वायुदाब विकसित हो जाता है। ये हवाएं उत्तर-पूर्वी मानसूनी हवाएं कहलाती है। अब एशिया के इस आंतरिक भाग से ठंडी हवा समुद्रतटों की ओर चलने लगती है। हिमालय पर्वत श्रेणी के कारण ये ठंडी हवा भारत में प्रवेश नहीं कर पाती। उत्तर-पूर्व दिशा में बहती हुई यह हवा विशाल हिस्से को पार कर दक्षिण एशिया के देशों में पहुंचती है। स्थल से आने के कारण यह हवा शुष्क होती है, किन्तु बंगाल की खाड़ी पार करते समय आर्द्रता ग्रहण कर लेती है, और इसलिए प्रायद्वीपीय भारत के पूर्वी समुद्रतटीय भागों में, खासकर तमिलनाडु और आंध्र प्रदेश में, वर्षा होती है। इसे मानसून का लौटना कहते हैं।

मानसून के कारण वर्षा प्राय: तीन प्रकार की होती है-चक्रवातीय, पर्वतीय तथा संवहनीय। आर्द्र मानसून हवाएं जब पर्वत से टकराती है तो ऊपर उठ जाती हैं, परिणामस्वरूप पर्याप्त बारिश होती है। चूंकि हम जानते हैं कि ज्यों-ज्यों उंचाई बढ़ती है तापमान कम होने लगता है। 165 मीटर ऊपर जाने पर एक डिग्री सेंटीग्रेट तापमान कम हो जाता है। हवाएं जब ऊपर उठती हैं तो इसमें मौजूद वाष्पकण ठंडे होकर पानी की बूंदों में बदल जाते है। जब पानी की बूंद भारी होने लगती है तो यह धरती पर गिरती है। इसे हम बारिश कहते हैं। चूंकि मानसूनी हवा में वाष्पकण भरपूर मात्रा में होते हैं इसलिए बारिश भी जमकर होती है।
